Since its founding in 1997 by visionary Rosemary Waters, the Carmel International Arts Festival has grown from a local dream into a cornerstone of Indiana's cultural scene, now in its 29th year by 2026 as a thriving 501(c)(3) nonprofit. Rosemary's passion brought global artistry to Carmel's doorstep, earning Main Street a temporary rename to Rosemary Waters Way each year in her honor—a touching nod to her legacy of fostering creativity.
